DESCRIPTION:The Chapel Hill-Carrboro Area Alumnae Chapter of Delta Sigma Theta Sorority\, Incorporated will sponsor the 3rd Annual Orange-Chatham African American Cultural Festival on Saturday\, April 12\, 2025 from 10:00 a.m. to 2:00 p.m.  The festival will take place outdoors and will be held at the Hargraves Community Center\, located at 216 North Roberson Street\, Chapel Hill\, NC.  Come out to a day of enjoyment celebrating the culture of African Americans through expressions of dance\, art\, music\, and poetry.  The contributions of African Americans are important to the culture of the United States\, and the mission of the festival is to promote a positive image of African Americans and other minorities in our community.  This event is FREE to the public.  \nJoining us this year as MC will be one of North Carolina’s top radio personalities and host of “The Culture” on Hot 97.9\, Coco Filipina.  Clean DJ Ajax\, whose musical focus is a concentration of Gospel\, Jazz\, Top 100\, Urban\, Caribbean\, and Afrobeats will serve as DJ for the occasion.  Other featured performances will include Ebony Readers Onyx Theater (EROT)\, a collection of poets with the simple mission of uplifting minority voices; Blue Lightning Stomp and Shake\, UNC-Chapel Hill’s school spirit and cheerleading group; North Carolina native Lynette Barber\, an award-winning vocalist; and The Magic of Rhythm\, a Durham-based ensemble of performers who use traditional and original songs\, dance\, and storytelling to explore African history and culture.  A highlight of the day will be face painting by Magic Ballard\, owner of the Glam Bar\, who specializes in glittery face paint.

Dillard Street). The event is scheduled to begin at 11:30 a.m.\, and the flag-raising will take place at approximately 12 p.m. \nThe NC Official Juneteenth Flag-Raising Ceremony\, hosted by Spectacular Magazine\, the Triangle Cultural Awareness Foundation\, and Durham County Government\, is free and open to all. It is not just a public event but a community gathering. The Juneteenth Flag Raising at the Durham County Courthouse has become a tradition that marks the beginning of North Carolina’s month-long celebration of Black freedom and excellence. The event unites civic leaders\, cultural contributors\, and community members to honor the journey from enslavement to emancipation. \nThis year marks the fourth year since Durham County Government officially recognized Juneteenth as a County holiday. This ceremony is the third year Durham County Government has raised the Juneteenth flag\, symbolic of the nationwide celebration and the kick-off of the Annual 20th NC Juneteenth Celebration in Durham scheduled on Saturday\, June 21. \nThe nationally recognized Juneteenth holiday for 2025 is Thursday\, June 19. Most Durham County Government offices will close on that day in observance. \nDuring the event on June 2\, the Monford Port Marines will hoist the Juneteenth flag alongside Durham County Sheriff’s Honor Guards\, a symbolic act that carries the weight of history. The Monford Port Marines were the first African Americans to serve in the United States Marine Corps. Trained between 1942 and 1949 in segregated facilities at Montford Point in Jacksonville\, North Carolina\, more than 20\,000 Black Marines paved the way for military integration and civil rights progress. Their presence at this year’s ceremony connects Juneteenth to another critical chapter in the Black American freedom story. \nDurham County Sheriff Clarence F. Birkhead\, Durham County Manager Claudia Hager\, and City of Durham Mayor Leonardo Williams will welcome attendees. Rod Carter\, anchor for CBS 17\, will serve as the Master of Ceremonies. \nAttorney Larry Hall\, former Secretary of North Carolina’s Department of Military and Veteran Affairs\, will preside over “The Juneteenth Story” portion of the Ceremony. This portion will include the public reading of the three Freedom Documents (Emancipation Proclamation\, 13th Amendment\, General Order #3) by Durham City Manager Bo Ferguson\, Durham County Commissioner Wendy Jacobs\, and Sheriff Birkhead. \nThere will also be a musical performance by Dr. Charity Godfrey Davis. \nClosing remarks will be delivered by Phyllis Coley\, NC Juneteenth State Director under the National Juneteenth Observance Foundation (NJOF)\, the organization responsible for legislation that culminated in Congress passing and President Joe Biden signing the Juneteenth National Independence Day Bill on June 17\, 2021. Ligon High School Alumni\, two Ligon Middle School faculty members\, 1-2 Middle School parents\, and 1-2 Middle School current students. The council’s first scheduled meeting is on August 18th. \n ​During the Advisory Council meetings\, the Ligon Building’s current state will be reviewed\, compared to the new guidelines\, and construction costs for all possible scenarios will be evaluated. The Advisory Council is expected to give the full picture\, which reportedly would allow for a collective consensus where every voice is represented. \n ​Wake County Public Schools has said\, “We understand and respect the deep historic relevance the J.W. Ligon Building holds for many in our community. As we consider next steps\, we are committed to ensuring that those decisions are informed by a full understanding of both the buildings legacy and the community’s voices. One avenue that we will be looking into as this process moves forward is to explore opportunities for the site to receive official recognition and designation as a historical site. As we continue gathering feedback from the community\, plans for historical preservation and acknowledgement will evolve.” \n ​It has been suggested that a member of the Advisory Council provide updates after each meeting to keep everyone informed.
