In 1896\, 66% of its 3\,200 residents were Black\, the highest percentage among Raleigh’s four wards. From 1875 to 1900\, during a time when Raleigh had five gerrymandered wards\, the Fourth Ward consistently elected Black aldermen—making it a strong political force for over 25 years.
